WISE 2023 is an industry-wide exercise for Financial Services firms in Hong Kong, designed to test a crisis management team’s ability to manage and respond to a major crisis.

FAQ
How many organizations will participate?
42 organizations participated in the previous exercise, WISE 2019. The HKFSBCM Forum and 4C Strategies expect even higher attendance this year, as the need for effective crisis management increases amid recent geopolitical and economic events.
Is WISE 2023 mandatory?
WISE 2023 is not mandatory, but the initiative is welcomed and promoted by industry authorities and regulators. Firms are encouraged to participate for the substantial benefits and learning opportunity it offers, and the wider benefits collective participation offers to the Financial Services sector.
Does WISE 2023 test the technical aspects of our business continuity plans or strength-test our cyber security?
WISE 2023 puts crisis management teams and plans to test, and as such is not a granular, technical exercise. The purpose is to assess organizations’ and senior management’s readiness in responding to major incidents in terms of decision making and managing a coordinated response with key stakeholders, such as customers, regulators, staff and the market at large.
Is this a test? What happens if we don’t perform well?
While crisis management teams will be tested by the scenario-based simulated exercise, this is not a test and participants will not ‘pass’ or ‘fail’. There are no repercussions for not meeting a certain standard, only more feedback and advice on how to improve and perform better in the real world. The ultimate objective of WISE 2023 is to improve and strengthen your own readiness to respond to a crisis, as well as support the industry as a whole.
Will the results be publicized?
No, all participating organizations will remain confidential to the public and no results or assessments will leave the closed group within the exercise. An anonymized report of achievements and learning opportunities will be made available post-exercise, and each participating organization will receive a confidential and benchmarked report to support their approach to operational resilience and crisis management.
Who in my organization should participate?
The designated crisis management team within your organization. This often includes senior decision makers and representatives from departments including corporate communications, information security, technology, compliance, legal, operations, finance and facility management.
Where will it take place?
Each participating crisis management team will convene in their own location of choice and be connected to a central local command centre through a web-based application, email and video conferencing.
