Background: In March 2020, 4C Strategies was asked to support the Swedish National Board of Health and Welfare to rapidly build and launch a situational awareness system for users in various parts of the health care system across Sweden. Within weeks, the system was fully operational, providing a continuously updated common operational picture for the pandemic response.
Challenge: Coordinating the COVID-19 data collection, resource management and reporting across different cities, regions, hospitals and national agencies in Sweden.

Customer: Sweden’s National Board of Health and Welfare (Socialstyrelsen), the central national authority for social services, public health, infectious diseases prevention and health services.As part of the National Board of Health and Welfare’s situational awareness system, Exonaut has contributed common operational pictures for various target groups on local, regional and national levels and supported the Board’s resource allocation assignments. The Situational Awareness solution coordinated the COVID-19 response efforts in four main areas:
- Collection of COVID-19 data and resource requests using the Exonaut survey tool
- Aggregation and visualisation of data in Common Operational Picture dashboards
- Resource management to assign and track medical equipment, supplies and personnel
- Automated reporting of pandemic data
