A Common Operational Picture for Covid-19 response

Background: In March 2020, 4C Strategies was asked to support the Swedish National Board of Health and Welfare to rapidly build and launch a situational awareness system for users in various parts of the health care system across Sweden. Within weeks, the system was fully operational, providing a continuously updated common operational picture for the pandemic response.
Challenge: Coordinating the COVID-19 data collection, resource management and reporting across different cities, regions, hospitals and national agencies in Sweden.
Solution: A fully digitalised Situational Awareness System for cities, local authorities, hospitals and national agencies to coordinate the COVID-19 response with a common operational picture.
Benefits: Real-time situational awareness across the public health sector, with secure and user-friendly reporting regarding the evolving COVID-19 situation and its resource management.
Customer: Sweden’s National Board of Health and Welfare (Socialstyrelsen), the central national authority for social services, public health, infectious diseases prevention and health services.
As part of the National Board of Health and Welfare’s situational awareness system, Exonaut has contributed common operational pictures for various target groups on local, regional and national levels and supported the Board’s resource allocation assignments. This project lies at the core of 4C’s mission to build a safer society, according to Mikael Grape, Managing Director of 4C Strategies: “The confidence from the National Board of Health and Welfare to help in a critical situation means a lot to us. The Situational Awareness solution coordinated the COVID-19 response efforts in four main areas:
Collection of COVID-19 data and resource requests using the Exonaut survey tool
Aggregation and visualisation of data in Common Operational Picture dashboards
Resource management to assign and track medical equipment, supplies and personnel
Automated reporting of pandemic data
