4C Strategies supported the European Network and Information Security Agency (ENISA) and the US Department for Homeland Security (DHS) in the planning, delivery and evaluation of the ground-breaking Cyber Atlantic exercise. The aim of the exercise was to tackle new threats to the global networks upon which the security and prosperity of our free societies increasingly depend.
This marked the first-ever joint cyber exercise with EU and the US. The exercise was facilitated by 4C Strategies in Brussels. The day-long table-top exercise was facilitated by 4C Strategies in Brussels using simulated cyber-crisis scenarios to explore how the EU and US would cooperate and respond to a cyber-attack on their critical information infrastructures.
The Cyber Atlantic exercise was part of the ongoing EU-U.S. partnership to strengthen mutual capabilities for addressing emerging threats to global networks. Through the EU-U.S. Working Group on Cybersecurity – including representatives from DHS’ National Cyber Security Division (NCSD), US the Department of Justice, EU member states and the European Commission – stakeholders focus on cyber incident management, enhancing public-private partnerships, and raising awareness about cyber threats, and combating cybercrime.
Two hypothetical scenarios were tested in Cyber Atlantic: a cyber-attack which attempted to extract and publish online sensitive information from the EU’s national cyber security agencies, and an attack on supervisory control and data acquisition (SCADA) systems in EU power generation equipment.
More than 20 EU Member States were involved in the exercise project under the direction of the European Commission, with 16 Member States participating as players during the exercise. In addition to the exercise facilitation, 4C Strategies helped design the exercise, develop the scenario, and evaluate the participants in accordance with our exercise methodology.
